question about graphic card

Radeon 6470M HD series support directx11 ?

Googled that one in about 2 seconds. Yes, it does. ATi started supporting DX11 with the 5 series cards.

It's a DirectX11 card, but it won't run Crysis 3. 6470M is a really low-end mobile card and falls below the minimum requirements for the game.

That depends on the amount of dedicated graphics RAM the particular configuration has.

Take for example, AMD's HD5450 - like the 6470M, it's a Mobility part. (in fact, the 6470M is the direct successor TO the HD5450.) However, unlike the HD5450, there was never a discrete version of the HD6470M, which only appears in notebooks and APU configurations (basically, integrated graphics). The HD5450 can indeed navigate Crysis 3 (at medium detail, but it CAN do so), even in the 512MB DDR3 base discrete "Frankencard" configuration commonly used in HTPCs and SFF PCs. We don't know if the HD6470M has ANY dedicated graphics RAM.
