Question about Helm of Yngol : V

Is the heavy armor helm "Helm of Yngol" leveled? The UESP list it as a quest item even though it's not a quest reward or item.

It's the helm with the frost resist buff and it has huge horns sticking straight up.

It's not levelled.
Also it's quest apparel, not quest item. Merely means you obtain it during a quest and can wield it.

So if I get it at level 10 or 50 the Armor rating will be the same?
