Some things, it just doesn't matter when you install them. Others, it doesn't matter (between the two or more in question) what order you decide on. A really easy way to tell a lot about this kind of thing is to use BAIN as your primary installation method. Otherwise, you can have a look through the archives of each mod, and see what they actually add / replace, then compare with others, and go from there. Trick is, knowing which should be first. Which brings us back to your particular question.
For an example of what I mean, above, these two don't touch one another:

OMOBS only has ESP files, so unless one of your other mods has ESPs with identical names, there will be no confict whatsoever, and you can therefore install this one whenever you like. Same goes for
Enhanced Water 2.0 HD+SI, f'rex.
Otherwise, I basically follow the most recent FCOM guide, some of which would apply in your case too.
The only thing I think you might be missing is... QTP Optimized Meshes - fixed, or something like that. Can't remember the exact original filename, unfortunately, and Nexus is down AFAIK. Anyway, if there is such a thing, it goes after QTP3's patch and the UOP+QTP patch, IIRC.
