A question about Jarl and the Dragonstone quest (Spoilers) : V

Hi all,

I've just completed the Dragonstone quest (start of the game) and returned to Jarl. After rewarding me with an item, Jarl says something about giving me permission to purchase items in the City. However, I didn't catch the location of where to purchase anything. Can someone please remind me?

You can purchase a house from Proventus Avenicci (the jarl's steward) for 5000 septims.

I can't purchase a house can if I don't own the dlc can I?

There was me thinking he would allow me to buy some tasty items!

In vanilla Skyrim you can buy a house in every major city. Hearthfire lets you build your own in minor holds - Falkreath, Hjaalmarch (Morthal) and the Pale (Dawnstar). Nothing in Winterhold, sadly.

You can get Breezehome, the house that the Jarl says you can purchase for free. Here is the link on how to do it.
