The general rule-of-thumb is to only run one large overhaul mod at a time. Always read the documentation as authors will often update them to record incompatibilities both noted by them during development and by the community as they have played it.

There is actually this in the documentation for FOOK regarding Project Nevada:
Spoiler
About Project Nevada:
* Remember that Project Nevada is split up into different modules.
* Project Nevada Core and Cyberware modules are compatible with FOOK (and any other mod).
* As for the Equipment module, there's a lot of overlap between the two, so just pick one or you will end up with a lot of duplicate weapons.
* Rebalance module should also be compatible with FOOK, since most settings can be set to 'Vanilla' which will stop PN from changing the settings and other mods can alter them instead.

I'd also like to suggest http://newvegas.nexusmods.com/downloads/file.php?id=44204 as it aims to compile all the community-made fixes into one mod, along with other modifications that expand on the gameplay mechanics already present in the game.

I recommend playing through the vanilla game first if you haven't already, to see what you do and don't like. You can use mods that don't change the base game to improve you experience should you choose to do this. Such mods that are recommended to run on top of the vanilla game are NVSE, NVSR, NVEC, and Mission Mojave.

I also recommend when you start installing mods to do so one at a time and test after each installation. This way if any problem pops up you'll know what mod introduced it. This is especially important when installing large overhauls. Make sure the overhaul is working before adding anything else to it.
