Question about One of the All-Maker Stones

Something that has bugged me ever since playing the DB-DLC is one of the stones that your character has to cleanse during its MQ; which is the Beast Stone. I know the Skaal have issues with Hircine, but how comes the All-Maker Stone has Conjure Wearbear, not, say, Snow Bear? Makes no sense to me. I can see conjure wearbear at the Hircine altar at the place where wearbears spawn there, but the Skaal? Is it an oversight by Beth, or was there a reason?

Well, one of the Skaal is a wearbear. Its better than a snow bear, that's for sure.

That Skaal chose to turn away from the All-Maker and I do not deny conjure wearbear is a powerful spell. What I am ultimately asking is does anyone believe that stone's power is lore breaking (especially those who played Bloodmoon)?

Forcing a Servant of Hircine to serve Your character is not Lorebreaking in light of Bloodmoon. I think the Werebear should have had a white pelt as a tribute to the friendly Snowbear from Bloodmoon.
