I have a good idea of how OOO scaling in general is done (mainly, scales within a large range.. for example bandit camp scales between 1-17 and a deep tomb area might be 15-32). And then other areas are still total level scaling (e.g. vampires, and I think the nonessential Oblivion portals).
But I have seen no information on the OOO scaling rules for the main quest in particular. By "the MQ gets progressively harder with OOO" does that mean it gets harder with character level, or with the advancement of the plot? Or both?
