So I already pre-orderd the Collecters Edition from Gamestop, but I have a few questions:

1). Will the game version that gamestop delivers to my door have a console command window, like steam, does in game? (pressing the ` in a steam game opens up a developer console for debugging the game)
2). Will the steam version of the game have a developer console?
3). Since I pre-orderd my CE from Gamestop, do I still get the pre-order pack that steam is offering as well?

Gamestop is giving the "classic pack" for pre-orders. It was announced earlier.
