Is Skywind set at the same time as Skyrim, or is it a Morrowind Overhaul that replaces the main game with that of Morrowinds?

Skywind is a WIP mod that merges TESIII:Morrowind into the Skyrim engine, so it is not set at the same time as Skyrim. However, they don't allow discussion of Skywind on these forums so this thread will likely be locked.
