I have not started any of the DB questlines yet. On my current character, I have started going a different way then i intended to take him as far as how I perk him so I eventually want to take the perks that i have put into block out.
At what point do I get the ability to do this? Does it have something to do with black books?

I dont care about being "spoiled" so to speak.
