I'm level 29, finished the main quest awhile ago and still busy with the sidequests. I was just in this dungeon called Telepe and used the Blessing of Mania greater power on some black bow bandits, but nothing happened. It says this greater power frenzies up to level 12 in 30 ft for 30 secs on target. I have no idea what level these bandits are and i don't know why this greater power isn't working. Is it because i'm level 29, that enemies are that level too, and thus i need a spell that only works on level 29 enemies? I don't understand this
