Question about the jarl of whiterun : V

The jarl of whiterun and his lady friend attack me as soon as I enter Dragonsreach
The guards dont seem to bother with me at all even when im being attacked by these two

Ive no bounty and I have no idea why theyre attacking

His housecarl, you mean. Just assault a guard and pay the 40 septim fine, and everything will be well. This stuff happens.

I actually did that
I shouted at a guard and he fell down some stairs got up and continued going about his business as if nothing happened
