Not really. The CoC adopts the mantle of Sheogorath through rituals (and, I presume, direct exposure to the waters of Mania and Dementia.) The Nerevarine, however, is a mortal born with the soul of St. Indoril Nerevar, but is a distinct person unto themselves.
This is, in fact, very similar to the Dovahkiin. The Dovahkiin is a mortal born with a Dragon's soul; although their draconic nature shows through by their easy mastery of the Thu'um, they will not turn into a dragon, grow dragon wings, become scaly, etc. Nerevar's soul, too, will not be able to cause physical changes on the mortal shell beyond the ability to wear One-Clan-Under-Moon-and-Star without being killed.
Finally, we're not clearly sure if the Nerevarine is, in fact, the reincarnation of St. Nerevar, a clever imperial imposter, or a ruse from Azura herself who finds a convenient puppet for her revenge. Although there's more indications that Nerevarine=Reborn Nerevar, you could easily make an argument that Nerevarine=/=Reborn Nerevar.
