Im level 54 and have completed the civil war(imperials) and when i was lower level there was shrines to talos in riften and whiterun that had a gathering(a priest and a woman) but now the shrines are still there but no people...did i miss something?

I've often wondered why all the Shrines of Talos you visit are in good condition. Like I think it would've been pretty cool if some of the shrines in the wilderness had been vandalised or destroyed by the Thalmor, which would only increase the Stormcloak's and Ulfric's hatred of them. Just a thought.

There's a murder scene at one of the Talos shrines in the wild by the Thalmor....they killed the priest and a couple followers.

The Thalmor who did this was alone. I wonder who killed him. Apparently, he didn't manage to kill everyone at the shrine...

Yeah I've seen this. Not too far from where you start the game, near one of the bandit camps where you find the first treasure map iirc.

The dead Thalmor has an interesting note on him, but the shrine was still in good condition. Just saying it would have been pretty cool if a few were completely destroyed into piles of rubble, as the Thalmor were discovering more of them.

I'm guessing you're talking about Heimskr? The kind of annoying dude that is always in some sort of rant?
He gets thrown into the Whiterun jail some time during the Imperial questline from what I know.

There is another Shrine to Talos in the hills west of Valtheim Towers where you are attacked by a Thalmor patrol if you approach.

That's just the Legion enforcing the WGC.
