Question about Werewolves in Skyrim : V

I just downloaded Dawnguard for the Ps3 lastnight. I was curious as to if you have to join the Companions to find wild werewovles in Skyrim?

Also, what level do you encounter them?

I think you do have to join the companions to find wild werewolves, and IIRC, you can find them at any level, what type of werewolf you find is scaled based on your level though.
