Right now i have some crops planted in sanctuary but i have no people tending them as i havent got no people available...so im wondering will i be able to harvest the crops myself or do i need to actually have settlers assigned?

You can pick up the crops yourself if that's what you're asking. Any extra food they harvest will be available at the workbench. Whether you pick up the crops have no effect on the crops being count toward settlement usage or the extra crops being put to the workbench. However, any crop that doesn't get tended to will wilt and die.
basically i want to know if i cant continuosly harvest my crops with out settlers help?
No idea how that is going to work. The game intends that you assign someone to do it. They won't be counting towards your settlement's food without someone being assigned.They might also die if neglected, but I'm not really clear on that mechanic, they might just be getting destroyed during attacks.
Without the settlers, the crops will die, so you can't tend the crop yourself.
