A question on cell reset and respawning

I'm wondering what is involved in disabling enemy respawn in dungeons and possibly exterior cells, while preserving clean-up of dead bodies and respawing flora, etc. I've looked at a mod that does this on some level, and all I can figure out is that the modder replaced the spawn points with their own new spawn points; but I can't figure out why they don't respawn as the vanilla ones do. I've also noticed that in vanilla many of the enemy NPC's aren't set to respawn in their character data, so I'm wondering where this is controlled.

I'm asking for any information on this. I tried searching the cs wiki but I don't think I'm using the correct keywords.

Enemy Respawns are controlled by the SpawnMarker, which is like a List of which NPCs/Creatures can Spawn.
Containers are Respawned via a check-box in their Form (when you make/edit them)
Respawn Time is controlled by a Game Setting-- I don't know which one, off the top of my head, but it is default 72 hours, I believe.

No idea how a Mod can make these change between each one, but this might help in some way.

The NPCs who aren't marked to respawn when killed never come back. If you kill one, they stay dead forever. A killing spree with enough effort behind it will result in a world full of guards and essential-marked NPCs only.

Thanks for replying, guys. What I'm trying to achieve is more of a consequence filled world, as in human enemies dead in caves stay dead, and chests don't respawn (except food chests for regular NPC's), but flora still grows and cells are still cleaned of dead bodies, arrows, etc.

I've thought of using a combination of kuertee's clean-up and an extended respawn tag in the bashed patch, but then flora wouldn't respawn. Oh well. :)
