Question on Copy Right Rights and who to contact.

I plan on writing a book series of my character being a dragon born. 95% of my stories will be completely original however I would like to use names and not much but some of the plot's used in Skyrim. So if Anyone has a idea as to where I could go to ask for copy right rights... I do not know how far I will get with these and even if I will get them published. Thank you!

If it's free you're fine, if you expect people to pay for it and try to get it published you'll be slammed hard by a DMCA so fast. If you want to take inspiration from the series that's fine but it can't be based in the elder scrolls universe or straight up reference that the character is from the universe.

As you'd be writing in the Elder Scrolls universe, this would fall under fan fiction (regardless of how original your stories are). Unless you are commissioned by Bethesda to write novels set in the ES universe, there won't be any chance of getting them published for money (self-publishing for money would be off limits). There are forums where people post and share their fan fiction stories - http://www.gamesas.com/forum/31-tes-community-creations/ - but that's about it.

Cannot say I blame them, but . . . I've heard Bethesda's lawyers will sue at the drop of a hat. I would imagine that a writer "commissioned" to write stuff for the ES Universe makes about as much as a fast food employee who has had one promotion. Not to mention that, the chance of them commissioning you to write for them, is probably about as likely as being hit by a meteorite. If none of that deters you then you are golden!
