Why not? Else we would be to overpowered. The enemies in Oblivion have skill perks like disarm, paralyze etc.

Absolutely! Combat just wouldn't be as much fun, or as tactical, if they DIDNT have perk trees. I even think they should get finishing moves. If you're low on health and not careful or quick enough.... instant death. Just imagine how cool it would be to die like that, then reboot the game to take revenge on the enemy that got that lucky strike on you! Or have a companion of yours get killed by a finisher right in front of you. Besides, we have dragon shouts, that coupled with magic alone would make us overpowered.

No other NPCs are dragonborn. Nobody else gets granted those perks by the gods.

Every dragon and every dragon priest can use dragon shouts.

In the lore, the Thu'um was the more common form of magic in Skyrim in ancient times.

as for the other perks, well they are related to each skill. Obviously when you start the game, there are NPCs who are much better smiths, archers, two-handed swordsmen, alchemists, lockpickers, conjurers, etc., than the player.

I mentioned elsewhere that Fallout3 actually did give enemies perks. Like bonus damage using the Gatling Laser for the Super Mutant Masters.

Humans might have perks like the player does, though I assume monsters would have more unique abilities and stats bonuses.

Of course they will. Perks are the main defining aspect of your character, and NPCs have always been statted just like the PCs.
