question placing user created objects

EDIT: Solved. Just needed to give administrative privileges to the Morrowind Launcher.


I have been following various tutorials available online, have created user generated content via 3ds max and exported the meshes and textures into the appropriate directories.
I then have used the construction set and created an .esp respectively for my created object. the object is then created, and even is placeable in the render window and appears
to set in the location chosen, textured and ready to use.
I save the esp,
Then I load Morrowind with the plugin active but my created object is nowhere to be found.
Is there a step I'm missing somewhere? Is it perhaps a windows 7 64bit issue? I assume the .nif is valid because it appears in the render window of the editor.
Is there some other step required for the object to appear ingame?

Does is appear in the right place if you start a brand new game?

It didn't appear. Here's my work pipeline

1) model in 3ds max 2011
Use Niftools plugin to export morrowind nif into meshes folder with the dds in the textures folder
2) create object in objects menu and assign art file (nif) Created the item as a persistent reference.
3) placed object in render window in desired location
4) saved file
5) load esp file created, and found nothing

I tried starting a new file and used the console command coc to teleport to the location. The item was not there.
the two objects which i have so far tried have been a cuirass and an ax. for the cuirass I modded an existing cuirass, but barely, as this was a test to see if my
pipeline was correct in approach.

The ax was created following this tutorial http://www.ageinc.com/Morrowind/Thanos_Tower/Download/ModelingforMorrowind.pdf. I skipped the transparent mapping
and the particle effects mapping because I'm only interested in solving the process of getting items in game at this point.

Ok, I tried placing existing objects from ingame such as pre-existing armor and weapons in the render window, they drag and drop nicely. I save my ESP
I load the ESP but nothing appears, not even the vanilla objects placed.

EDIT: I've tried 3rd party mods, and they don't seem to be loading appropriately. MGE works, and I generated Vurts landscape mods without problem, but they are not running as mods per say, but rather through MGE. Any mods I try loading as plugins fail to load.
my copy of morrowind is GOTY, disc version (not steam)
I've been able to mod it in the past on my old xp machine.

I have morrowind running as administrator just as i have mge, and the construction set.
