Is it possible to use the arrow keys to look around rather than the mouse?
I want to play on my laptop but it is very uncomfortable using mouse pad.

I think you'd be less than happy with that as a solution, because the mouse-look is anolog, and quite responsive, while turning using a key is going to be rather sluggish and laggy.
You'd be better off buying a cheap mouse to use for gaming.
You can get a wired mouse for $10, you can get a wireless mouse with a USB receiver for $20 or $30 (but wired is better for gaming).
As stated above, arrow keys are more of a series of commands to the game saying move a little bit (or a lot, it could be anything really) where a mouse, or the touchpad is linear to your input.
I agree that gaming on a touch pad is not fun, doing anything with a touch pad is not fun.
No kidding. I avoid touching that touchpad out of fear of really screwing something up accidently. One time I was using it just to open my data folder for a second to look at something and I must have touched a little too hard or something because the darned thing "erased" my whole data folder. Turns out it just moved in into one of the adjacent folders, i plugged in my mouse and went searching and found it and was able to move it back, but I had quite heart attack for a few moments, considering how many hours I had spent installing mods, watching it seem to all go up in a poof was heartbreaking.
My Significant Other is a self-described "old school" gamer and I know she used her arrow keys when she played Oblivion. I just now asked her how she pulled this trick off, but she's really ancient and she doesn't remember a thing about anything anymore. But, suffice it to say, it can be done! I'm here to testify that others have figured out how to do it in the past.
(She's going to kill me after she reads that "really ancient" crack, so I'll just say goodbye to everyone on the forum now. It was nice knowing all of you.)

I got a really bad electric shock a few years back and the burn still gets irritated if I use the pad for very long
