House didn't build the strip like from the ground up, he just fixed things up using the technology and equipment he had stockpiled. I think when they say "House built the strip", it means he built up the place's reputation and governance. He made it what it is today, a major tourist destination and Mojave stronghold, instead of what it was, which was a neglected and damaged survival colony.

Momaw hit the nail on the head.

House revived the Las Vegas Strip 7-10 years prior to the games story. But he did not BUILD it from brick and mortar no. He built it's spirit, he kicked out the squatters and put the three largest tribes willing to work with him into power. Imagine....An old 1940s car, when you find it's husk and renovate it, you did not truly create it from scratch, but rather, you renovate it, bring a breath of new life to something from an old world. That is what House and the Three Families have done.

I think a better way to have said it is that he rebuilt the Strip.
He cleared the place out, built a wall around it, fixed things up and put the Three families in charge of the casinos (and poured concrete into Vault 21).
The looters would probably have taken out the food, weapons, clothes and some tech, but most of the gambling stuff and it's structure would remain.
