2 questions about FNV

Hi everyone I been playing FNV from the start and got all the dlcs when they first came out. While playing this game I have had a couple of question that constantly bugged me which I can find no answers to in game.
1. How is the vet rangers armor as good as a t45d power armor set but it was made for LAPD?
2. If the Vendors for DM were so wide spread how come there was a resource war?
Those are the two main ones I have if anyone knows the answer to either please let me know

Question number 1. NCR ranger combat armor, veteran armor has 20 DT in the game where the T-45d Power Armor has 22 DT, not being the same. The armor was orginally made for militaery purposes, but then used as Riot gear, so it is appropriate it has a high DT as it is military grade.

Question Number 2. Not quite sure what you are getting at. If you are talking about the little machines with the blue ring that gives you stuff then I still don't know what you are getting at. They only give it out food publicly and cigarettes. For other stuff you have to get unlocks which the richer people would have. I don't think they were inteded to recreate fuel, and as they were produced close to 2077 they weren't popularized so not many people even saw them. The U.S. would not have given the secrets to China anyways so China would still attack causing the U.S. to attack.

The Resource Wars were over petroleum and oil, not food.

I think I read many countries were struggling with food but not America (well at least not that much).

I think he means that the vending machines can recreate substances with the right codes, and why did they program them to recreate oil.
