Say I want to do the civil war quests first since there aren't any consequences for instance you're still welcome in every town reguardless if you're stormcloak or imperial...Anywho so say I'm in the teens or 20's when I finish it if I were to go back to whiterun or even riverwood would the quests be too easy or do they scale with your level? Or are the towns quests even leveled? Like are Solitude's quests higher level than Whiterun?
