i loved underwater in morrowind, diving to sunken ships for loot and adventure. underwater caves with treasures. oh how i would love to do that kind of stuff in teso.
I voted for obscene because the lack of underwater combat makes me feel dirty.
Skyrim had terrible underwater exploration and no underwater combat. I didn't spend much time on it in that game either. There were a few sunken ships and random chests.
Morrowind had beautiful underwater environments with creatures to fight, ruins to explore, and secret goodies that could only be obtained underwater (like Goldbrand.)
If they add underwater exploration, it should be good not like Skyrim. I also favor limited underwater combat.
Personally I thought GW2 had great underwater exploration (stuff to find, pretty environments) and also fun underwater combat. Running away from people in PvP and diving underwater was always fun...and sometimes worked (not often.)

Given that the most likely reason (or one of the most likely reasons) for the absence of underwater content was to avoid stirring controversy surrounding the lore of a certain Argonian racial trait (their ability to breathe underwater), I think it's fairly unlikely that underwater content will ever be a thing in ESO. After all, the only two options they would really have for this game would be A, allow Argonians to drown or B, not feature drowning at all. I could sort of see them going for the latter if they decide to add it, since they could always explain the lack of the ability to drown through a plot device such as a blessing (like when someone enters into the Shivering Isles, this stuff is in the lore) or something.
The other conceivable problem with them adding underwater content is the possibility that they would have to redo all the zones in order to include it if they didn't bother doing any real graphical below-surface detail or engine support to allow players to go underwater for whatever reason. There's also lots of aquatic areas to worry about as well like the Iliac Bay, which probably helped contribute to the decision of excluding the ability to swim underwater, although they could easily just make it so you can't swim in the middle of a massive body of water like that one.
I'm not saying I wouldn't want them to do underwater swimming and content relating with that, but merely pointing out gameplay balancing and technical reasons that could potentially stand in the way. If underwater content is ever added to ESO, it'll probably be limited as to where it is implemented like how it is in TES II: Daggerfall, unlike later games like Morrowind where you could go underwater wherever you want.
Yep, yep. The best underwater combat I've seen yet (GW2) is only moderately horrible. Usually it feels like a punishment. So I love the fact that it isn't in, tho' it has nothing to do with argonians.
I don't see anything wrong with Argonians having a lore appropriate racial trait.
Other players can get water-breathing helmets.
GW2's underwater combat does tend to get tedious. The only fun I've had with it is when turning some poor player into a Tunafish with my mes. The underwater environments are great places to explore though, and make the gameworld feel more complete. I'd much rather have improved underwater combat than have the environments removed altogether.
