http://www.uesp.net/wiki/Oblivion:Fortify_Attribute According to this you have to be at least journeyman in alchemy to make one. Not sure where you could find them though.

I believe these are called Potions of Dedication, that is, if you want to restore willpower. You will need different ingredients if you want to fortify willpower. You can purchase them at any alchemical store, in every town except Kvatch. You can also purchase them from the Alchemy person in every mages' guild hall. You do not need to be a mage to access these people at the guild halls. Or you can make your own. http://www.uesp.net/wiki/Oblivion:Ingredients is a list of ingredients.

You don't necessarily need to make a potion to restore Willpoer, just eating an ingredient that's first effect is Restore Willpower (such as a Minotaur Horn) will provide the restoration effect. Shorter than a potion, but it may be enough if damage is low.

What kind of Willpower potion? Restore willpower, or Fortify Willpower. In any case alchemy shops could help. And this could help if you want to make some yourself:

My character had to eat one just recently. And a Gargoyle horn too. Ouch!
