Human or no, most of what the Enclave consider to be not human have cognative abilities damn near humans. Also, the Enclave also kill Vault Dwellers on a pretty common basis (see: Vault 13) which was what Fallout made pretty clear just how damn noble The Enclave is.
When did the Enclave ever claim to be noble, Richardson says they didn't come to the desicion lightly but it had to be done.
Oh, I thought he was refering to the other massacre. I thought the President gave an explanation for that?

The fact that they massacred Vault Dwellers did piss even me off a little, in Fallout 2 they were arrogant and aloof and Vault 13 was just stock for them anyway. But in Fallout 3, after the Oil Rig, the way they just kill Amata is silly, they should have been trying to get into the Vault to use it as a stronghold and the repatriot the people back into America.
