In Oblivion, you could customize your character's skin color to an extent, however it could produce really strange results, depending on how you adjust it. Hopefully in Skyrim, changing skin tone will be less prone to causing such bizarre discoloration in certain areas. Regardless, I'd imagine that there will be some limitations on how much variation is possible in the skin tone of character's of a certain race, under normal circumstances, since certain races would lose their defining features if you changed their skin tone too much. An Altmer with a human-like skin tone for example would just look like a tall Bosmer.
