To some degree maybe.. but a nord is always gona be pasty white and a breton is also gona be very white... but maybe argonians can be green brown or even have blue bits and such...

In Oblivion, you could customize your character's skin color to an extent, however it could produce really strange results, depending on how you adjust it. Hopefully in Skyrim, changing skin tone will be less prone to causing such bizarre discoloration in certain areas. Regardless, I'd imagine that there will be some limitations on how much variation is possible in the skin tone of character's of a certain race, under normal circumstances, since certain races would lose their defining features if you changed their skin tone too much. An Altmer with a human-like skin tone for example would just look like a tall Bosmer.

This.I prefer my Dunmer to be dark grey. Damn those blue Dunmer! ( How redundant was that last sentence?:P )

Also, you could change your racial color to a extent in Oblivion. Though it was really easy to make them look very strange. I made a red and black Argonian once who ended up looking pretty awesome :celebration:
