Never use the UESP or TES wiki for lore. They plain aren't reliable. Instead, read this old in-game book: the http://www.imperial-library.info/content/arcturian-heresy. Part of Talos was a Nord. In fact, several parts of what is now considered Talos were Nords of some stripe or another. The man oftenest called "Tiber Septim" in his mortal life was a man from High Rock with a Nordic name, but the god is all these men and is therefore archetypally a Tamrielic human, subculture irrelevant. We'll see if his battles with the Hoon Ding in the sword-meeting cause there to be some spillover with the Redguards and then he will be the truest God of Man yet to appear in Tamriel's history if he does.
And if the theories of Zurin Arctus being an elf are true (see other race thread) then that would make Talos the God the archetype of all mortals except Argonians*, but they're probably cool with it. They have their own divine links, no need to borrow anyone else's.
*This assumes Khajiit are a breed of elf.
