The only known portrait of him looks like a Breton.

But the real answer to your question is: Mu.

I don’t know…
If we believe EVERYTHING the acturian heresy said shouldn’t we also believe everything that the counter lore said? In that case Tiber is from Atmora and that’s really badass in my book.

There is no definite answer really, we can't say 100% certain what race he is, only speculate. The Acturian Heresy says he's an Alcarian named Hijalti, (Alcair being a fief of High Rock) and it gives the possibility a bit more weight when a certain someone mentions Tiber by the name of Hijalti.

I wouldn't say believe everything it says, but there's in game reinforcement to the possibility that he could have very well been a Breton.

It is really irritating, he is one of the most epic figures in the game. He founded the Empire, took over the continent and ascended to goodhood and we don’t even know what race the guy was lol.

All that matters was he was a man, and not a filthy Elf.

Tiber Septim was a Nord. Tis' unfortunate he never got to become Emperor of all of Tamriel. He was murdered by a Breton.

What ingame source are you talking about? Last I heard he was named Hijalti Early Beard. Why would a Breton have a Nordic name in their homeland? Tiber Septim was a Nord.

He was man.

Vehk was an Elf.

Cyrus was Redguard. But he isn't as important.

Myth is predicated on obscurity.

Which makes the Emperor Tiber Septim as we know him a Breton, does it not? according to that logic.

The Ghost at whats it called inn who refers to you as Hijalti (in reference to mistaking you for Tiber). To answer your question however I must ask you the vice versa with an example; why would a white guy have an African name? I know a white guy named Dijonte and it is clearly not an anglo-saxon name, yet I certainly don't question why he would have that name. Names aren't simply restrictive to race and the Nordic influence in High Rock is there just the same as the Elvin one. Its no stretch in the least to imagine that perhaps Hijalti might have had a nordic father and the family go with their nordic half of the heritage in naming instead of say the breton half from his mother. I prefer to go with the Acturian Heresy, in which to me would imply that Tiber Septim (the man) was a Breton named Hijalti from Alcaire who managed to luck/kill his way to the throne until he raised to Godhood in which he became all possibilities. However I believe my version is no more correct than yours, because who knows for sure? no one that is alive anymore that is for sure.

INNA FYOOO-CHURRRR!!!!!

The only important thing is that he was human. He is so archetypal in his human-ness that anything else is pretty much redundant.

Akaviri. He came from the Akavir province of Kamal (then Atmora) under the guise of Talos.

Him being from Alcaire doesn't says much about his race considering the amount of times Nords have invaded High Rock, and the generally high geographical mobility all over Tamriel.

Now apart from the very Nordic sounding name, here's my reasoning for him being a Nord:
Hjalti is mentioned first immediately after it's stated Cuhlecain has allied with Skyrim.
Now we either accept that this paragraph is just a bunch of unconnected sentences summing up certain events, in which case Hjalti would not have to have any meaningful connection with Skyrim. Or we assume that this paragraph is written as a whole (which to me seems rather logical) and that hence Hjalti is mentioned in one breath with SKyrim because he is an integral part of the Cuhlecain-Skyrim alliance, which would lead me to think he is a Nord.

Though ultimately I think the whole backstory is meant to give him a connection to all three human races originating in Tamriel. He is a Nord who grew up in Breton lands who came to lead the Imperials.

Why does his birth in a fief of High Rock automatically make him a Breton? Couldn't he just be a Nord who lived there?

It doesn't, but given that High Rock is mostly Breton's it gives added weight to what I like to personally believe  At the same time, couldn't he just be a Breton with a Nordic sounding name?

He could of been a Breton or Nord, from the sources we have been given.

Personally im more inclined to the origin that he was a Proto-Nord from Atmora.
