Racial skills that don't work in Cyrodiil. Racial imbalance?

Because Max Health/Magicka/Stamina, Armour (700) and Spell Resistance (950) are set to static values for balance reasons, there's a lot of skills that either work partially or don't work at all in Cyrodiil. It's frustrating that a bunch of one hand and shield skills feel gimped because of this, but investments in a skill line are something that can be reversed. You can't simply go and change your race because it turns out it's doing worse in PvP than you'd hoped.

Here's a list of all racial skills. The ones that seem to be affected are marked in red.

Dunmer and Bretons seem the most affected by this. Khajit is the only race that gets away unscathed.

So my question for those who have been messing around on the permanent test server... Does this cause a noticeable imbalance? Do people avoid using certain races in PvP for min-maxing reasons? Or is this only related to Battle Spirit and do these static values no longer apply at level 50?

I am not on the PST, however I dont see an issue here. i understand what your saying just dont forsee it causing an inbalance.

That would make the Imperial racials very weak in Cyrodiil then, because they have max stamina and max health as two of their bonus lines.

WOW, come on guys, at level 50 it is no longer set values and goes off of your gear. There is no problem here. At 49 and below everyone is raised up to match a set standard. At 50 it will all matter. Of course you have soft caps to deal with, but it will just mean the racial bonuses will help you invest less in that particular stat.

Are you sure about this? So level 1 and level 49 characters are set to equal stats, but level 50 are not? I mean, I read that they used the Battle Spirit buff to bring lower level characters up to par so they can participate in PvP, but I saw no mention of it that the buff set these stats to a static value.

I couldn't help but notice some active skills that should temporarily enhance certain stats did nothing while I was in Cyrodiil. It made me question why I should even consider using those in PvP.
