Radeon Graphics cards not using Ram

I have been over this test too many times to count. There is no doubt that the ram is directly being used for video is coming from the motherboard ram.Not the graphics card ram.I am using a R9 390.An i constantly get a warning of low virtual memory when exiting the game. This is an indication of windows trying to refill the ram.The game was clearly stated to use only 8GB of ram Recommended and only 2GB ram requirement.

So clearly the game is not using the video ram as according to the advertisemant.
