I was hoping someone could clear this up for me; Is it still possible to receive radiant quests from the railroad after completing the quest burning cover and joining the minutemen?

Yes, as long as you are not an enemy with the RR, you could still receive the radiant quests, even if you can't, completing the game as the Minutemen should definitely allowing you to keep receiving quests from them.
