In most cities I can get Radiant Quests like retrieve this sword or shield or take on this bounty .... in Windhelm I have found side quests but no radiant AI random quests?

Anyone else had this issue?

Are there some? Do I have to be a certain level or trigger something?

Windhelm seems like something the devs just threw in at the last minute. It really isnt worth an icon on the map tbh.
