I have an active radiant quest that is to help the settlers at Jamaican Plains and I need to talk to them, unfortunately no one reacts to my questioning.

I have tried talking to both Provisioners I have setup there, and I also killed them both when they were the only residents to try and get it to clear but no joy. No quest marker is active to indicate the settler has wandered off.

I've also recreuited some more settlers there to try and get one of them to react but nothing.

Any clues anyone?
