Radiation storms actively waiting for the player in 1.3

I've never liked radiation storms, but I've gotten used to quickly recognising the warning signs that one is brewing so I can rush to the nearest interior cell or fast travel away if I'm in the wilderness. A hassle, but something that can be handled pretty easily without taking any damage.


Since 1.3, on a couple of occasions I noticed a storm brewing in or near Concord I instinctively ran to the Museum of Freedom to wait it out. Each time I just killed a couple of ingame hours, quicksaved, then stepped outside to find the storm at it's peak, and I take radiation damage even before I can bring up the map on my Pip Boy. So I reloaded my quicksave, killed another couple of ingame hours, quicksaved then stepped outside to find the storm still going on like time had stopped.


At this point the first time this happened I gave in and reloaded my last hard save at Red Rocket as I hadn't made much progress since then. The second time this occurred I had spent a bit longer away from my base so I was a bit more determined to actually wait the storm out this time - so I killed a few more ingame hours listening to the radio, quicksaved, then stepped out again to find the sky was still green and I was already taking radiation damage.


So I stood there, taking the damage, waiting to see the exact time in game that the storm clears up. At 9.52PM the storm had finally ended, so taking note of the time I reloaded my quicksave back into the museum, then killed time until 10.30PM giving myself half an hour margin for safety. I quicksaved, stepped out... and found myself taking radiation damage as the screen was still very green. By this point the storm was still going on about 12 hours since it visibly began, a really long time for those storms, so I realised just hanging around wasn't killing time fast enough so I sat down and waited through 24 whole hours. I quicksaved, stepped outside... to find the storm was STILL there 36 hours after it started!


If you stand in the radiation it lasts a couple of ingame hours and then fades, but it leaves you irradiated. Presumably the loading process going through the door is the reason why you get irradiated even before you can pull up the Pip Boy map. Sure radiation isn't that big a deal since it can be cured with Radaway, Refresher and the Solar Powered perk that's not really the point. Radiation storms are a "natural" hazard, you should be able to avoid them completely by waiting them out indoors, and I'm pretty sure that has worked in the past. As it stands (and I'm not sure if it's just Concord museum that does this, but it's the only area I noticed it), it actually seems almost like the weather is aware of the player and will put itself on pause then wait however long it takes until he/she comes out into the open to recieve an unavoidable dose.


I only noticed this since 1.3. It's quite possibly a new glitch introduced by 1.3, but it's equally possible I've just been really unlucky lately. Has anyone else experienced anything like this, and has anyone experienced this prior to 1.3?


And are there any methods for escaping from these trapped situations, other than braving the storm or reloading? Waiting doesn't seem to work, so is there any other way to cause the exterior cell to reset?

I use the True Storms mod, but yes, they do wait for the player since the patch. The easiest solution is to take a couple of the chem perks and chug down the rad-X, and keep some mutant hound roast handy.
