I've searched for correct way to get this house. Correct me if I'm wrong but you have to have done:

• The House of Horrors quest
• The Forsworn Conspiracy quest(?)
• The random quest for the Jarl to kill a Forsworn leader
• The quest to get his shield from Hag's end

And also helped 5 people in the city.

I've done all these, and after giving the Jarl the Shield he says "I hereby grant you permission to purchase property in the city" (which you'd think would be a good sign) and tells me to speak to Raerek, but he doesn't have the dialog option to buy Vlindrel Hall.

I managed to get this house on my other character, but the last time I played him was a year ago. I think I got it by doing the civil war questline.

Is there any console wizardry anyone can suggest?

I've tried:

setstage Favor250 10

setstage Favor250 15

setstage Favor250 20

No joy for any of these commands. The only dialog option Raerek ever has is "I'm looking for work. Got any leads?"

Funny thing is, when I returned to the Jarl with the shield he had the dialog option for when you first meet him "You're the Jarl? I'm looking for work". And he sends me off to kill some random forsworn again.

I'm not running any mods that I think would cause any problems.

Help?

Thing is, I have done the quests for the Jarl.

Perhaps go back and not do the Forsworn quest before you have the house. Either that or leave Markarth and wait 30 days and see if things reset and Raerek has the dialogue. Or go do the civil war. You only had to do the Jarl's quest and help the people ones. It would probably not be a mod problem, and I would try other things before mucking around with console commands.

You could also try doing another http://www.uesp.net/wiki/Skyrim:Thane_of_the_Reach, to see if you can get the house dialogue to come up.
