I played a while back and started to play again and noticed after playing for a couple of days that I wasn't being raided or wasn't being rewarded for the daily report, I'm just stuck on the same day.For the holiday, my vault looks the same. My vault dwellers look the same. I tried deleting the game and reinstall it and still no fix. Please help.

Has Bill Murray been visiting your vault? Is it by chance Groundhog Day?

Anyways, seriously... The only way the decor appears is to upgrade a level 2 three-room diner (unconfirmed?) or barracks (confirmed) to level 3. The decor doesn't just appear passively on existing rooms, it seems.

The costumes are also drops from lunchboxes pretty much. Or do you mean they all -physically- look the same? Or something else?

At 200 population it's impossible to delete and then upgrade a dwelling without killing and removing, in my case, 40 dwellers...

I'm having the same problem! Its nice to know that someone has the same problem, but would be even more awesome of we got some help. Maybe they're doing something with the update like putting in new enemies and they have to take out the raids for a but? Also the Halloween decorations what you have to do is make three room diners and 3 room living quarters and you fully have to upgrade them.
