the rain is a mesh its self, you could just put it in to the construction set and place it just above the window so that it rains down in front of the window, however if you make the cell rain through the normal weather system and put in your readme that the "morrowind code patch" is required so that the rain dosnt fall through the ceiling as there really is no reason on earth why anybody shouldn't want use the code patch as everything can be switched on separately to suit everyone.
I might look into this. I now have both why I would use this, and why not.
Why yes:
-less mess
-no need for sky boxes and stuff
-I can set environmental sounds which is just what I need
Why not:
-believe it or not, I know more than few people who do not use the code patch and have no plans to do so
-I want green fog and set my own lightning without having to mess with bunch of light markers
-I only think this works that way (based on some games I played so please tell me if it's not the case with the code patch), but if I'm not wrong, if I go under covered area where it doesn't rain, the rain will be gone completely, so the player doesn't see it
around the covered area either, the player doesn't see the rain at all anywhere, right? But I don't know how does it work so do tell if this is not true.
To elaborate, player in this cell will never get to be under the rain itself, it should only be seen trough the windows. If the last point in "why not" doesn't work the way I think it does, I might consider setting it that way, which means I won't be able to test it, but that's not as important as it is for people who play actively.
