Rain Particle Problem and White Skies

I'm having one problem and one thing that's not optimal I'm hoping can be changed.

The problem is that I am running both MGE and the MCP, and have rain particle effects are able to be stopped by overhead statics fix on the MCP active. That works, but also, rain stops showing as a graphic everywhere, not just over me, randomly as I move the camera view around. So, I'll be walking east, let's say, and I can see the rain... then, I'll turn the camera north, and the rain all disappears everywhere. What gives?

The other thing I'm hoping to address is that the "white ring" around the horizon sky is very tall. So, especially on clear days, there is a bright white band around the horizon instead of the blue of the sky extending to the horizon line. Is this just the texture on the sky? Or is this something that can be changed at all, so that the sky actually extends to the horizon line instead of a bright white band?

I think that you can make the fog the same color as the sky through the .ini file of Morrowind quite simple actually.. at least.. i hope that's what you mean :D

Thank you, after reading that I knew what to look into, and I changed the values of the fog to match the color of the sky in all cases, and I personally am much happier with this setting.

As for the rain... I still have the problem where when it is raining, I can see the rain, then if I move the camera angle around (while stand still in the "open" not under any statics) the rain randomly disappears at different directions. Does anyone know what this could be and how to fix it?

The rain problem has happened to me, too, and I think it's linked to anti-aliasing in MGE. Which version are you using? It may also be connected to rain texture mods. Try switching anti-aliasing on/off to see if that helps.
