Are there places in Skyrim that rain more often than others?

If so, where are they?

Excluding the Storm Call shout.

I'd wager Falkreath hold but I have no stats to back me up on that.

Yeah, I usually see rain more often in the lower valleys and snow up on the mountains.

Riften and the area around there seems to be raining all the time if I am not using a weather mod that makes all of Skyrim an Arctic Winterland .

Falkreath hold seems to get more rain. *I'm using PureWeather.
