Especially around the Imperial City, the rain pattern is erratic; first thing it's sunny near the Waterfront, next thing I know it's heavy rain and thunderstorm in the Market District. Entered the Merchant's inn, immediately got out, suddenly the weather is clear again. Walk a few paces... it rains again. =/ Sometimes when it rains, it lasts for DAYS literally (I slept in an inn for 2 in-game days once and when I went out it was STILL raining heavily).

Yes this has happened to me too but mainly in Leyawiin county. Can′t help you if you′re on Xbox or PS but if you′re on PC you can bring up the console and type in fw 38eee 1.

I believe s instead of f also works and the 1 isn′t necessary. But if you type it in like that it doesn′t matter where you go, it will stay nice and shiny. Though you have to re-enter the code everytime you enter or exit a town.
