random crashes due to unknown problem.

So the problem im having is that i cannot load interior cells from ether exterior or interior, it hangs on the loading screen indefinitely, ive turned on papyrus logging, but it does not generate a log file.

now, the weird thing is, i was playing with this exact setup for well over a week with only the occasional hiccup, the only changes ive made have been the installation of content and quest mods, which have since been disabled.

i also clean my mods with tesedit as boss deems necessary

Ive tried the following steps

disabled all mods one by one, issue seems somewhat random, disabling one or two mods will stop the problem temporarily, only for it to pop back up an hour later with those mods disabled.

disabled all skse mods and use skyrim without skse

full reinstall of skyrim and current mod list using only mod organizer.

restoring backups of original ini files.

im about at my wits end with this and could use some new eyes, anything that imediately jumps out at you guys?

Here is my load order http://pastebin.com/DgMygLcS

and my skse modules

as well as my two ini settings (fairly heavily modified)

additional tools im using, Boss, Mod Organizer.

system specs are as follows http://pastebin.com/UJuVkmUA (memory is 1300mhz ddr3)

also I installed enb and the enb performance config with fps limiter on, seems to have fixed he indefinite loading issue, but am still getin random crashes.
