First, I would move your "BetterCities .esp" down. This happened to me and caused a lot of annoyance.
Second, download http://www.gamesas.com/bgsforums/index.php?showtopic=1075540 and make a Bashed Patch.

See if those two things work. If it still CTD's, try deactivating "Salmo the Baker.esp"

There's nothing really in your mod listing that would make use of a bashed patch.
Not in all instances, but Salmo the Baker has been reported to cause random CTD's.
Your not really very specific with your "random crashes". If it's happening regularly within a short time span, then it's something to cause concern. If it's occurring after a prolonged period of game play/during/or shortly after battle that includes a large number of NPC's, then I hate to say it's something you'll have to learn to live with if you want to have a heavily modded Oblivion.

I notice you have several of Giskard's mods. Not sure which versions you're using, but most of them save the latest were pretty dirty--and that leads to random CTDs. Try cleaning his ESPs one at a time using TES4Edit. http://cs.elderscrolls.com/constwiki/index.php/TES4Edit/Mod_cleaning_tutorial_with_TES4Edit I'd suggest using it on your other non-dependent ESPs, too. Might help--might not. Can't hurt. I was surprised just how many hundreds of unnecessary Oblivion.esm copies of cells there were in the Giskard originals (which is no reflection on the modder, whose team did terrific work).

This is basic cleaning, nothing fancy, and perfectly safe. Time-consuming, yes, but it works. Whether it will deal with the cause of these CTDs for you, is another matter.

This issue has been solved, All Natural was crashing my game.

Don't know why though, I was running the latest OBSE 18b

All Natural and The Elder Council are not compatible, so that might be the problem. I don't know if it causes CTD's though.

As a side note I'm using both TEC and All Natural and I have absolutely no CTDs.

you should be useing OBSE 18 beta 6 now try that. and what Version of All Natural are you or was useing
