Random items and NPC's leveling with you in Skyrim? and magi

One thing I hated in Obilivion was the fact that every NPC leveled with you. Specially Bandits in glass armour it was ridiculous, Glass armour was supposed to be rare now every man and his dog has it. Also it felt like I wasnt really getting anywhere, like being stuck on a Escalator which never reachs the top.
Dungeons and caves also always had the enemies which were the same level as you, there was no danger. In morrowind you could stumble across a pack of vampires, daedra or other nasties regardless of level. Now that was dangerous and the rewards were greater regardless if you were low level.
Another was the random items. In morrowwind you had ancient\unique weapons\armour and artefacts spread around the world, which gave you incentive to explore. Obvilion removed that for some reason, made exploration redundant as you knew there werent any goodies worth getting in there.
Same goes for theft, there was nothing what so ever good to steal in oblilivion, I remember picking a a very hard glass box in a counts castle only to recieve a fake... in morrowind (yes I know you can tell i love morrowind) there were Huge safes full on swag guarded by summonings and a feck load of guards. Ancient towers with powerful magicians guarding there relics. Being a thief was so much fun and profitable!
Magic was also borked. Which makes you into a god if you know how to break it which is...(you can look away if you want). 100% fire/ice/lighting damage spells plus...200 damage on touch. which is about 200 mana (easy to get with the right starting ablilitys) which kills anything in one or two hits. Killed the last boss with 3 fire touches. To easy to break...

I really really really really...really hope these arent in skyrim. I shouldnt have to mod a game to oblivion (pun...) to play it.

it has fallout leveling meaning none of these things wont happen.

Morrowind's magic was not any less broken, trust me. Just more inconvenient because you didn't have magicka regen - though with atronach+angering ancestor ghost summons to attack you, you could get away without resting.

Never said it wasnt, just felt easier to do in Oblivion. Magic needs to be handled carefully.
