It's to help the Gamebryo engine. It's easier to load an area if every NPC has the same face. Thus, all Rangers and Legionnaires wear the same goggles and neckerchiefs at the heavy battles.

There you go, they probably saw some pre-war Scooby Doo episodes and wanted to be cool like Fred.

It could be the face wrap your talking about. The normal armor has it pulled down so it looks like they are wearing a scarf.
