Random Weather switching

Right, so as the title says, I've got a sever case of random weather switching, happens with cell transitions (even getting close to the edge of a cell). Theres a brief freeze, everything gets uber illuminated for a split second then it goes back to normal, only with new weather. Pretty disconcerting. Oddly enough, one it does it in an area, it doesn't do it again unless I go way the hell somewhere else then come back later.

I have no weather mods, so I'm a bit at a loss to explain this. If anyone spots anything in my load that is know to cause this, please let me know, it's not a good thing.

Makes night a lot darker but keeps the bluish tint so that it is still somewhat possible to see without a torch or something.

Did try regenerating your Oblivion INI?

Edit: Never mind that. This should definitely be some mods' script. Have you updated OBSE? I recognize most of the mods in your load order, and those that I recognize have nothing to do with weather whatsoever.

First, see if this problem happens if you start a new game. Launch Oblivion, choose new, make a test character, open the console, type "COC Weye," run around, and see if the problem occurs. If it does, then you need to start trying to deactivate mods...or activate them on the new save groups at a time. That should prove faster.

Edit: I found one problem with your load order. You have Duke Patrick's Script Effect Silencer merged into the bashed patch, but it is loading after the bashed patch. I think you are supposed to leave that mod activated, and do not merge it since it is loading after the bashed patch. Rebuild your bashed patch. Maybe that random fix will help.
