[REQ] Ranged Combat Mod

Hello everyone. My name is Trrm8r and I am a CRPG addict.

After playing Fallout 1 ,2, 3 , 3NV and Ja2 I find my self wishing. Now I don't communicate so pretty good, so please bear with me.
What I wish for is a ranged combat mod that our ability to hit and damage a target is based on our weapon , our skills, our stats and the range to target.
We don't have to get to fancy with this, but this is how I see it.

First we look at our weapon.
Damage would be based on caliber and velocity.(I think this is already in the game.)
Accuracy would be based on gun barrel length and mods(sights). Almost forgot about weapon condition. Ya can't hit something if the sights are pointing in a different direction than the barrel.

Then we figure in our accuracy.
This seams to work fairly well except for high gun skill. at 100 guns, decent s.p.e.c.i.a.l. stats and a blot action sniper rifle we should be able to torso shot 3 of 4 times at a half mile.
V.A.T.S. should be more accurate than real time. Vanilla vats svcks. Most people don't seem to like vats but I do. It makes me feel like I'm playing a proper turn based RPG.
Auto-aim should not be in the game. Bullets don't curve sideways. I don't know if bullet drop could be modeled though.
With out auto-aim, real time combat would have to be modeled with gun barrel sway. Higher stats(strength and perception(we don't have dexterity)) and skills = less sway.

Stats
Strength determines our ability to handle longer and heavy weapons.(already in game)
Perception, how I miss thee. It should be the sniper stat.

Weapon range
Pistols and SMGs should be effective up 50 yards.
open sight short barrel rifles up to 150 yards.
open sight long barrel rifles up 250 yards.
scopes will add 50% to 100% range depending on barrel length.
Semi-auto sniper rifles up to 1/2 mile.
Bolt action sniper rifle up to 3/4 mile.

Well that is enough wishing for now. What do you guys and gals think?
