Some ranger vets carry them or you can get one in the quest "Return to Sender"

I work a trade with a Veteran Ranger. I get his stuff in exchange for him getting a brick of C4.

The one you can get in "Return to Sender" has a slight problem. It's flagged as owned by the NCR and peeps in the NCR faction kept taking it from me when I got caught pickpocking them.

Sell it to a vendor and then buy it back from them. That should take off the "stolen item" flag.

Tried that and it didn't work. The gun was still flagged as a stolen item when I dropped it to check.

finaly found one stealth kill a vet to get it i belive it was on a vet at ranger station delta use power fist balistic fist works as well
