Please, do not include Shivering Isles, because I consider it a must add.

Let's go! :D

Battlehorn castle
Horse Armor Pack
Knights of the Nine
Mehrunes' Razor
Orrery
Vile Lair
Thieves den
Wizard's lair

And if you use a mod to enhance those dlcs, let me know! :D

Knights of the Nine is a good series of quests and just fits perfectly into Oblivion like no other DLC does. And the lore for it is the sort that TES IV really needs; it feels lacking without it. I'd give Kot9 a 7 overall, which seems kinda low for what I just said, but the actual gameplay is not spectacular. It's just good. There are enhancement mods for it, but I don't use any.

Orrery I consider to have balance issues, plus I just don't like having copious amounts of Greater Powers, so I'd rate that a 2 or 3 (aside from gameplay, the Dwemer orrery itself is pretty).

Mehrunes' Razor is neat. I can't remember it that well but I remember the quest interiors being really fun to sneak through. The reward itself is nothing special, but then artifacts generally aren't with enchanting available. Maybe I'd give this an 8; does what it's meant to really well, but nothing to wow you like SI does.

None of the others I really make use of at all.
